5302.101 Definitions.

"Chief of the contracting office" means any person who has direct managerial responsibility for the operation of a contracting office as defined in FAR Subpart 2.1. Unless specifically excepted, this term may include, at the option of the designated official, the deputy chief or acting chief of the contracting office. This term includes the Contracting Squadron Commander.

"Commodity Council" means a cross-functional group of individuals responsible for the development of an AF-wide procurement strategy for a particular class or group of goods or services.

"Commodity Council Director" means the individual serving as the program director for the commodity council. The commodity council director is responsible for managing the core commodity council team, overseeing development of the commodity acquisition management plan (CAMP), ensuring execution of the commodity strategy and reporting compliance as required by the commodity strategy official (CSO).

"Commodity Strategy Official (CSO)" means the person responsible for approval and execution of a commodity council's acquisition strategy plan. CSO additional responsibilities include directing the use of strategic agreements and ensuring adequate representation on the commodity council.

"DAS(C)" means the Deputy Assistant Secretary for Contracting. The authority granted to DAS(C) may also be exercised by the Associate Deputy Assistant Secretary (Contracting).

5307.104-91 Air Force procedures for Single Acquisition Management Plans (SAMPs)/Commodity Acquisition Management Plans (CAMPs)/Integrated Program Summaries (IPSs).

(c) Content and review requirements. The SAMP/CAMP/IPS shall include all required elements of a written acquisition plan in accordance with FAR 7.105, as supplemented. The SAMP/CAMP/IPS approval authority determines the required content and coordination of the SAMP/CAMP/IPS, subject to law and higher regulation(s) (see FAR 7.1 as supplemented).

VII 5307.104-92 - Addition to designate the CSO as the acquisition plan approval authority.

5307.104-92 Air Force procedures for Acquisition Plans (APs).

(a) For space related ACAT II programs and all ACAT III programs, if an acquisition plan is prepared in lieu of a SAMP/IPS, the PEO or DAC is the acquisition plan approval authority.

(b) For AFPEO/SV acquisitions, the PEO is the acquisition plan approval authority.

(c) MAJCOMs and DRUs shall establish streamlined procedures for approval of "Other Contracting" acquisition plans.

(d) For commodity council acquisitions, the CSO is the acquisition plan approval authority.

VIII Add 5307.104-93 - Air Force Procedures for Commodity Councils which includes Commodity Council Director's requirement to prepare a Commodity Council charter and SAF/AQC's review and approval of the charter.
