SUMMARY OF CHANGES

This AFAC implements revised Source Selection procedures, which are effective 31 March 2008. Acquisitions with source selection plans (SSP) approved before 31 March 2008 may continue to conduct source selection activity in accordance with the procedures established in those approved plans.

(ii) For MAJCOM Headquarters/DRU/FOA acquisitions $10M - $100M and non-PEO/CM programs above $100M, the SSA shall be the Headquarters Director, or DRU/FOA equivalent wing commander, having program responsibility, and in the rank of 0-6/civilian equivalent or above.

5315.305: Clarifies roles of non-government advisors to major source selections.

5315.305 Proposal evaluation.

(2) Advisors. Non-government advisors may be used as necessary to assist in the source selection evaluation. Although advisors may assist in the evaluation and provide input regarding the strengths, deficiencies, and weaknesses in proposals, they shall not determine ratings or rankings of offerors’ proposals. Non-government advisors shall not be the SSA, Chairperson of the SSET/SSAC or a member of or advisor to the Performance Confidence Assessment Group. If contractor personnel are used as advisors the following applies:

(iv) Appropriate Organizational Conflict of Interest (OCI) clauses shall be included in the contract through which the non-government personnel are provided and those non-governmental personnel shall not have any financial interests with any of the offerors.

5301.4: Revises policy for approval and reporting of individual and class deviations.

5301.402 Policy.

(2) Submit requests for deviations which require USD(AT&L)/DP or SAF/AQC approval through the Senior Contracting Official (SCO) to SAF/AQCK for processing.

5301.403 Individual deviations.

a. SCOs are authorized to approve individual deviations except as restricted by DFARS 201.4.

b. Except as described in (c) below, individual deviation approval authority may only be delegated to an SCCO.

c. Individual deviations from FAR 15.3, DFARS 215.3, AFFARS 5315.3, and MP5315.3 shall be approved by the SCO. This approval authority shall not be further delegated.
