AFMCFAR SUPPLEMENT (2007 Edition)

The following changes are a result of approval of AFMCFARS Case 08-06.

AFMCFARS 5313 – Simplified Acquisition Procedures

5313.106-2(b) Evaluation procedures.

- Paragraphs replaced the Red-Yellow-Green System with the Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR).

AFMCFARS 5315 – Contracting by Negotiation

5315.209-90 AFMC solicitation provisions and contract clauses.

- Revised paragraph (f) to add “For competitive spares acquisitions equal to or greater than $5M, the contracting officer may include the provision at 5352.215-9017 in conjunction with the Contractor Performance Assessment Reporting System (CPARS).”

- Revised paragraph (g) to replace the Red-Yellow-Green System with the Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR).

- Deleted paragraph (h) entirely for competitive spares solicitations using Red-Yellow-Green.

- Revised paragraph (i) to paragraph (h) since we deleted above paragraph.

5315.305 Proposal evaluation.

- Paragraph replaced the Red-Yellow-Green System with the Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR).

AFMCFARS 5352 – Solicitation Provisions and Contract Clauses

5352.215-9017 Notice to Prospective Suppliers.

- Clause revised using provision in Section L for competitive spares solicitations for acquisitions less than $5M; and competitive spares solicitations for acquisitions equal to or greater than $5M in conjunction with the Contractor Performance Assessment Reporting System (CPARS) at the discretion of the Contracting Officer. Also replaced the Red-Yellow-Green System with the Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR).

5352.215-9018 Use of Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR) In Past Performance Evaluation.

- Clause revised using provision in Section M for competitive spares solicitations for acquisitions less than $5M; and competitive spares solicitations for acquisitions equal to or greater than $5M in conjunction with the Contractor Performance Assessment Reporting System (CPARS) at the discretion of the Contracting Officer. Also replaced the Red-Yellow-Green System with the Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR).

5352.215-9019 Additional Evaluation Factor for Consideration of Past Performance – Red-Yellow-Green Program (Over $100K).

- Deleted clause it its entirety because RYG System no longer applies

5352.215-9001 Engineering Data.

- Revised clause to say “as prescribed in 5315.209-90(h)” instead of 5315.209-90(i). Paragraph (h) was deleted above and (i) became (h).

The following is an administrative change:

5315.403-1(c)(5) and 5315.404-70-90(a).

- Updated to reflect revised office symbol change from AFMC/PKP to AFMC/PKQ.
