Part 804 - Administrative Matters

Subpart 804.1 - Contract Execution

804.101  Contracting officer’s signature.

(a) If a contracting officer’s name and title has been typed, stamped, or printed on the contract, and that contracting officer is not available to sign the contract, another contracting officer, as specified in 801.602, may sign the contract.

(b) The contracting officer who signs the contract must have contracting authority to cover the contract to be signed and must annotate his or her name and title below his or her signature.

[Deviation per Class Deviation–Veterans First Contracting Program (VFCP 2016), dated July 25, 2016, deletes VAAR 804.1102, Vendor Information Pages (VIP) Database, and replaces it with VAAR 804.1103-70, Vendor Information Pages (VIP) database, to align with FAR 4.1103 and update the section to reflect the System for Award Management (SAM) which replaced the Central Contractor Registration (CCR).  This deviation is effective until incorporated in the VAAR or the VAAM or is otherwise rescinded.]

All service-disabled Veteran-owned small businesses (SDVOSBs) and Veteran-owned small businesses (VOSBs) participating in the Veterans First Contracting Program must be listed as verified in the Vendor Information Pages (VIP) database at at the time of submission of offer/quote to receive contract awards under the Veterans First Contracting Program.  Contracting officers shall check the VIP database before evaluating offers or quotes and before making awards to confirm an offeror’s status as a verified SDVOSB or VOSB.  Contracting officers shall continue to consult the System for Award Management (SAM) to verify the contractor has represented it meets the size standard for the North American Industry Classification System (NAICS) code applicable to the acquisition, per FAR 4.1103"
